The landscaping on the south corner of Via Cantebria and Garden View Rd has gotten worse since our previous update on April 12, 2018. The board has received multiple complaints from Mendocino homeowners who feel that the 2 non-HOA homes are bringing down Mendocino values while enjoying the benefits of living in our nice neighborhood.
The board is working with the City of Encinitas to identify specific code and covenant violations by Garden View HOA and recourse and remedies to rectify the situation, although we hope the issue can be resolved in an amicable and neighborly manner.
The construction of the 2 non-HOA homes (which comprise their own Garden View HOA) was approved by the city (Resolution No. PC-2000-64), provided that "All landscaping and irrigation systems shall be maintained in a manner that will not depreciate adjacent property values and otherwise adversely affect adjacent properties". "All landscaping, fences, walls, etc., on the site, in any adjoining public parkways (the area between the front property line and the street) shall be permanently maintained by the homeowners association... Failure to maintain landscaping and the site in general may result in the setting of a public hearing... This condition shall be recorded with the covenants required by this resolution."

2018 Annual Meeting
We'd like to thank the outgoing board members Anita Broughton and Samer Bordcosh for their contribution to the community.
Our special thanks to Anita for her extraordinary effort and dedication. Prior to getting on the Board, Anita developed an Approved Plant List while on the Landscape Committee. Anita used her knowledge and expertise to ensure that Mendocino gets a fair deal when signing complex vendor contracts, was instrumental in compiling the new Rules and Regulations with maximum homeowner input, and later chaired the Architectural Committee in its first comprehensive review of Mendocino's compliance with minimum standards to help reverse the signs of aging and decay throughout the community.
Our thanks to Samer for his enthusiastic support of the board's projects and undertakings to beautify Mendocino.
