Pursuant to CC&Rs 8.4 "the HOA shall be responsible for maintaining, repairing, replacing and otherwise caring for all HOA property (including, without limitation, the landscaping... within the HOA property...) and the landscaping and irrigation within the Front Yard Maintenance Areas." This means upkeeping the current landscape while repairing/replacing diseased/dead plants, subject to HOA funds availability. Homeowners who wish to upgrade their front yard landscape can choose from the following three options:
1. Install upgrades of their choice at their own expense. The HOA will continue to maintain the front yard.
This option requires you to submit a LANDSCAPE MODIFICATION APPLICATION to the HOA. The application will be reviewed by the Mendocino Landscape Committee (LC) and the HOA landscaper. This step is necessary to ensure that no plants requiring extra care are planted (frequent trimming of excessive growth, special nutrient/feeding requirements, seasonal care, annuals, etc.), and that the new landscape will fit into the current watering schedule (typically, there are 3-4 homes on a single watering valve so the watering schedule cannot be adjusted for any one individual home with a special landscape). The HOA landscaper will maintain the new landscape but the homeowner will be responsible for replacing any dead/diseased plants.
2. Purchase a turnkey pre-approved upgrade from the HOA landscaper:
You will meet with the landscaper onsite to discuss and finalize your selection. The price will be based on the selected theme, plant material and quantity, and your yard size and orientation. The HOA landscaper will warranty and maintain the plants.
Mendocino Front Yard Conversion Options
Option A -
1. Irrigation conversion to best suit new plants and
sprinkler output matching
2. Removal of existing front yard shrubs and plant material
including dump fees
3. (10-20) 1-gal plants and (5-15) 5-gal plants (all
standard plant material)
4. Premium landscape mulch
Total Cost - $2,800-$3,625.00
Option B -
1. Irrigation conversion to best suit new plants and
sprinkler output matching
2. Removal of existing front yard shrubs and plant material
including dump fees
3. (10-20) 1-gal plants and (5-15) 5-gal plants (includes
3-5 premium plants)
4. (3) 2x2x2 boulders as decoration
5. Premium landscape mulch
Option C -
1. Irrigation conversion to best suit new plants and
sprinkler output matching
2. Removal of existing front yard shrubs and plant material
including dump fees
3. (10-20) 1-gal plants and (5-15) 5-gal plants (includes
5-7 premium plants)
4. (5) 2x2x2 boulders as decoration
5. (2) yards of DG incorporation for decoration or walkway
6. Premium landscape mulch

3. Assume installation and maintenance of the front yard. You will need to file covenant with your title. Cost $300.
This option gives you the flexibility to plant and maintain plants of your choice. The HOA will continue to provide water based on the current watering schedule but you will have the flexibility to supplement the water from your home by installing additional irrigation at your own expense. The installation and maintenance will need to be done to a standard set by the Mendocino LC.
