Fellow homeowners,
As Mendocino ages (we are now 23 years old!), it takes more effort to maintain the value of our property.
We recently sand-blasted and re-painted the curbs and resurfaced the streets and are actively working with our landscaper to repair and keep our irrigation in good working order to maintain a lush attractive landscaping. A record number of homes have been repainted, some added new upgrades like garage doors, porch railings, etc.
Night-time garage lights are a signature design feature of Mendocino. They not only enhance the Mendocino ambiance but provide additional security at night. Unfortunately, many of the garage night lights throughout Mendocino are out of order and do not come on at night.
Homeowners are responsible for maintaining the garage lights in good working order. If your light does not come on at night, it might be a bad bulb or a bad light sensor on the side of your house. Please fix it. It's a small investment that goes a long way in preserving the charm of Mendocino and enhancing nighttime security.

EXTERIOR GARAGE NIGHT LIGHTS
Each unit has an exterior garage light that is automatically turned on at dusk and turned off at dawn by a light sensor on the side wall of the house. Homeowners are responsible for maintaining their exterior garage lights at night in working order. If your garage light does not come on at night, it might simply be a blown light bulb that needs to be replaced. But it might also be a bad sensor that may require the help of an electrician. Lately, we’ve noticed a lot of dog poop left on the
sidewalks on our streets. Please pick up after your pets! We all want to keep
the neighborhood and sidewalks clean.

R&R Amendment: Commercial Vehicle Definition
We have clarified the definition of a Commercial Vehicle in our R&Rs to reflect homeowner feedback and comments as follows:

Please note that parking of commercial vehicles in Mendocino is prohibited; violations are subject to fines.
For purposes of compliance
(CC&Rs – Section 7.17), “Commercial Vehicle” shall be defined* as any vehicle which:
§ bearing a commercial license, but not limited
to, tank trucks, any dump truck, cement mixer truck, oil and gas truck,
delivery truck, or any vehicle transporting and/or storing toxic substances,
vehicles having more than 2 (two) axles, any vehicle which weighs more than
10,000 pounds, or any vehicle with a mounted camper shell which protrudes from
the truck from either side or from beyond the rear gate or above the cab
ceiling;
§ has a chassis with a capacity of 3/4 ton or
larger, such as flatbed trucks, tow trucks, tractor-trailer rigs, and the like;
§ carries equipment, tools, or materials,
related to a business which are visible from outside the vehicle such as
ladders, pool supplies, plumbing equipment or materials, construction
materials, landscape equipment or materials, etc.
§ is over 18 feet in length, bumper to bumper.

Annual Tree Trimming and Free Mulch
Our annual tree trimming is scheduled for January 14-15, weather permitting.
The landscaper will leave the wood chips / mulch behind on Monterey Place FREE for homeowners to use in their back yards. Fresh mulch is a great organic soil amendment that also helps conserve water - feel free to take what you need. The remaining mulch will be spread on the slopes and in the side yards on January 16.

Update on Corner of Via Cantebria and Garden View Rd
An application to replace the three wooden sections of the concrete perimeter sound wall was submitted to the Development Services Department of the City of Encinitas on 11/25. On 12/6 the City acknowledged the receipt of the application and advised the homeowner that it's under review.

Bobcat on Slope
While having breakfast this morning, a homeowner spotted a bobcat walking up the slope. It was large enough to easily kill a small pet in the backyard.

Annual Report
Sandblasted and repainted curbs
Sandblasting was never done before. Removed 20+ years of
multiple layers of old peeling/flaking paint for a new clean (and long-lasting)
look.
Resurfaced streets
Our 20+ year old streets are in great shape; timely
resurfacing protects our biggest HOA investment.
Change of Landscape Contractor
Our landscaper's performance seriously deteriorated in
2019. The board tried to remedy the situation but was met with a
take-it-or-leave-it attitude. Newly hired
Watersedge Landscape came highly recommended, with excellent references.
Corner of
Via Cantebria and Garden View Rd
Continues to be a major eyesore. Have been working with the city of Encinitas
to compel the two non-HOA homes to do their part. Improvements have been made regarding
landscaping and repair of irrigation to the outer perimeter. Application to replace the wooden sections of
the outer perimeter sound wall with a substantially conforming material was
submitted to City of Encinitas planning on November 25; the official response
expected this week.

Record number of homes repainted. Thank you to the community at large and the
Architectural Committee efforts.
Financial
All projects completed on or
below budget. Reserves 149% funded. Lean and mean budget. Gradual increase in
HOA fees, ($137.00/mo to $141.00/mo), due to landscape maintenance and
irrigation repair.
Challenges

Ever since I got on the board in 2015, I've been doing all I can to keep our monthly dues low by cutting out waste and managing vendors to get the best return on our money. Our budget is lean and mean, and our reserves are healthy. But with the rising costs, we can only do so much cutting. The board has had to increase the dues to $141/mo to cover the higher cost of landscaping and irrigation. Please be assured that I will continue to do my best to keep our costs down while striving to improve the look of Mendocino.

We live on Monterey Place, Encinitas and are planning a community garage sale for Saturday and Sunday November 23rd and 24th. This is the week-end before Thanksgiving.
Unload your unnecessary, unloved, unneeded excesses and earn some extra money for Christmas or your next holiday!
You can decide if you wish to participate on only Saturday or Sunday or both days. Each participant will price and sell their items from their own driveway.
There is no cost, however, if you wish to help make and post signs on Friday evening or Saturday morning leading customers to our sale from Leucadia Blvd, Encinitas Blvd and El Camino Real, your help would be much appreciated.

Update Re Corner of Via Cantebria and Garden View Rd
Our non-HOA neighbor at 1135 MP has been working with the code enforcement department and city planners at the City of Encinitas to replace the three wooden sections of the perimeter concrete sound wall with a permanent solution that matches the current design and is up to city code. They are currently going through a formal application process to obtain city approval for substantial conformance before any work can commence.
1135 MP has also been working with our landscaper to improve the corner landscaping and provide irrigation water to the new plants.
