PACIFICA PLACE/WAY ASPHALT REPAVING MAY 7

Our streets are our greatest asset and largest capital expenditure so it is important to protect our investment. The HOA has contracted with Eagle Paving, which comes highly rated and recommended, to mill and remove up to 2” of asphalt and overlay it with 2” of new asphalt. The asphalt will contain a fiber additive for additional durability.

The work is scheduled for May 7. NO PARKING signs will be posted throughout Mendocino on May 3. There will be no in or out vehicular traffic starting at 7 a.m. on May 7. (Emergency vehicles will still have full access to the streets.) Please park your vehicle offsite the night of May 6 or at the very least plan for it to leave Mendocino by 7 a.m. on May 7.

ANY VEHICLES LEFT PARKED ON THE STREET ON MAY 7 AFTER 7 A.M. WILL BE TOWED WITHOUT FURTHER NOTICE AT THE OWNER’S EXPENSE.   

The asphalt will need time to cure. Eagle Paving will remove the entrance blockade and “No parking” signs once it is safe to drive. The actual time to cure will depend on the current conditions but in any event there will be no trash pickup on Thursday, May 9 as the heavy garbage trucks can easily damage freshly overlayed and partially cured asphalt. 

Once the new asphalt has fully settled, the street surface will be sealed for additional protection. This will be done in early 2025 (weather permitting).

Pacifica Place /Pacifica Way Asphalt Resurfacing This Summer

We will be repaving Pacifica Place and Pacifica Way this summer. The official term is “mill and overlay” and involves milling (grinding) away up to 2 inches of the old asphalt and rolling in 2 inches of new hot asphalt. Six to twelve months later we will be resealing all three streets: Pacifica Way, Pacifica Place, and Monterey Place.

The project will be paid for from the Reserves.

A major disruption/displacement is unavoidable as residents will need to park offsite while the work is being done. Please watch out for announcements/notifications from Mills Management Services for the exact dates and instructions.

2023 President's Report

 Fellow Homeowners,

2023 has been a rather quiet year but we still accomplished a lot:

RULES AND REGULATIONS

With the community’s blessing, we amended the parking rules and added a new section on postings on mailboxes.

Parking in Mendocino is getting tight due to more resident and vendor cars, fuller garages and uninvited “guests” from the apartment complex across the street. Residents are now required to park in their garages first, then in their driveways, and only then on the street. The uninvited “guests” will be towed – the apartment complex residents and Lingua Natal guests have been warned.

We banned postings on the mail boxes to protect our valuable asset from the damage caused by residual markings. Violators will be fined and required to clean up after themselves.

We continued the drive to make residents remove their trash cans off the street and out of sight after trash pickup, and keep their hardscaped driveways weed-free.

ARCHITECTURAL

A section of woodcrete fence along Garden View Rd damaged by tree roots has been repaired and painted by the homeowner.

For the first time in Mendocino history, two residents removed their faux balconies from the façades due to the rickety conditions – and the new fresh look is great!

The Architectural Committee (AC) continued to carry out its inspections to make sure homeowners maintain their homes in first-class condition. Basically, its policy is: it’s OK to overlook minor things but major issues must be addressed by the set deadline to avoid fines. The AC conducted a thorough inspection of the original wooden fences in Mendocino and determined that most were beyond the end of their useful life and would need to be replaced by July 1, 2024. In the process, 17 homes upgraded their fences to vinyl. Mendocino is now majority vinyl, and it shows!

LANDSCAPING

We raised the sagging soil levels in some parkways and overseeded the grass for a greener look.

We moved our 2024 tree trimming into 2023 to prepare for a potential El Nino – trimming overgrown trees and removing large branches in order to minimize the chances of trees falling or breaking in heavy rain.

In order to reduce water waste and expense we capped sprinklers in the smallest parkways and replaced the grass with DG (decomposed granite). We also converted a parkway in front of 1141 Pacifica Way to rocks.

An underground drain was installed on the north trail to mitigate rainwater runoff erosion.

FINANCIAL

Our reserves remain healthy at 100% funded. The recent dues hike has allowed us to put more money in the reserves and alleviate the inflation pressures that are showing in everything from vendor services to water bills.

 

2024 is shaping up to be a year of big changes and major upgrades:

(a  We will be repaving Pacifica Place and Pacifica Way for the first time and resealing the asphalt throughout Mendocino. As an option, we may consider using pavers at the Pacifica entrance to create a focal point. Please note that since this is by far the largest project undertaken by Mendocino, member input/participation is welcome. Please send your suggestions/comments to Mills Management Services or attend the next scheduled Zoom board meeting.

(b We will start a major transformation of our slopes by removing weeds and overgrowth and clearing spaces for a more open and manageable space.

2024 Annual Tree Trimming October 24-26 + Free Mulch

We are accelerating our 2024 annual tree trimming into 2023 in anticipation of El Nino. We are focusing on trees closest to homes, lacing (thinning) the largest trees, and removing the heavy branches to minimize the possibility of trees breaking and falling in heavy rain. 

As always, the vendor will be leaving behind free mulch for our landscaper to spread around as ground cover and a source of nutrients. Please feel free to help yourself to the mulch while supplies last.

Mendocino Is Now Majority Vinyl!

Since the start of the campaign to upgrade side yard fences in March, 18 homes have chosen to install vinyl. Now out of 71 Mendocino homes, 38 have vinyl fences. And it shows! It gives a property a fresh clean look.

Warning: Coyote Dog Attack in Backyard

 A coyote jumped over the backyard fence of a homeowner on Pacifica  Place in broad daylight and inflicted extensive bite wounds on their dog, which sadly did not survive.

MESSAGE FROM THE PRESIDENT

 Fellow Homeowners,

Preserving and enhancing Mendocino’s home values is a joint effort of the HOA and every homeowner. The HOA has always done its best, within the available resources and the CC&Rs’ mandate, to obtain the best landscaping services, maintain the roads, paint the curbs, poles and fences, sponsor block parties, uphold architectural standards for outside home repairs and repainting, and promulgate and enforce community rules and regulations while promoting a neighborly spirit. 

Homeowners have done their part by repainting their homes, converting their driveways to hardscape, and complying with community Rules and Regulations.

Every now and then there comes a time when we all need to come together for a major community facelift. It’s time for Mendocino to upgrade its fences. There are 71 homes in Mendocino. 20 have upgraded their fences to vinyl, another 11 have opted for other materials, such as concrete or redwood, while 40 homes still have the original wooden fences. These fences are over 20 years old – past the end of their useful life, many are barely held up by rotted rickety poles, are missing parts, have termite and dry rot damage and gates that can barely open and close. The HOA can no longer justify spending money to paint such fences, as it is required to do, until the homeowners do their part by replacing them.

Let us keep Mendocino one of the most beautiful and desirable places to live in Encinitas by upgrading our old rickety fences for a new and refreshed look.

 A catalytic converter was stolen from a car parked at 1178 Pacifica Place last night.
