Message From the President: Mello-Roos Tax Reduction

Fellow homeowners,

You should see a reduction in the line item in the property taxes when you receive your fall SD County Tax Assesssor bill. The property tax bill has a whole bunch of line items one of which is for CFD #1 - Community Facilities District #1, commonly referred to as Mello-Roos. Mendocino, together with Cambria, Saxony, and Encinitas Ranch HOAs, is part of CFD#1. CFD#1 annual tax contributions are shared by these HOAs and Encinitas Ranch Golf Authority (ERGA). Pursuant to the Encinitas Ranch Development Agreement, if ERGA's annual revenues fall short, the HOAs' share of annual tax contributions increases, which was the case in the past. If ERGA has excess golf course net revenues, there is a five year look back provision to pay back the tax shortfall. 

The good news is the golf course is doing extremely well and so much so that they have made all of their contributions to the CFD #1 bonds that are part of our property tax bill. In addition ERGA is going to pay back all of the under payments for 2018, 2019 and 2020 ($562,055), which should result in the homeowners' reduction in the CFD#1 tax line item going forward.

Garage Lights

 

Night-time garage lights are a signature design feature of Mendocino. They not only enhance the Mendocino ambiance but provide additional security at night. Unfortunately, many of the garage night lights throughout Mendocino are out of order and do not come on at night.

Homeowners are responsible for maintaining the garage lights in good working order. If your light does not come on at night, it might be a bad bulb or a bad light sensor on the side of your house. Please fix it. It's a small investment that goes a long way in preserving the charm of Mendocino and enhancing nighttime security.

FRONT/SIDE YARD MODIFICATION OPTIONS AND FEE SCHEDULE

MENDOCINO HOA LANDSCAPING MODIFICATION AND FEES SCHEDULE

Pursuant to CC&Rs 8.4 "the HOA shall be responsible for maintaining, repairing, replacing and otherwise caring for all HOA property (including, without limitation, the landscaping... within the HOA property...) and the landscaping and irrigation within the Front Yard Maintenance Areas." This means upkeeping the current landscape while repairing/replacing diseased/dead plants. Homeowners who wish to upgrade their front yard landscape can choose from the following options:

A. Install the upgrades of their choice at their own expense, with the approval of the Landscape Committee and the HOA landscaper.

PLEASE SUBMIT A LANDSCAPE MODIFICATION APPLICATION TO MMS

This step is necessary to ensure that no plants requiring extra care are planted (frequent trimming of excessive growth, special nutrient/feeding requirements, seasonal care, annuals, etc.), and that the new landscape will fit into the current watering schedule (there are 3-4 homes on a single watering valve so watering schedule cannot be adjusted for any one individual home with a special landscape). The HOA landscaper will maintain the new landscape but the homeowner will be responsible for replacing any dead/diseased plants.

B. Purchase a turnkey pre-approved upgrade from the HOA landscaper:

Beach Succulents up to $3,100

California Native up to $2,700

Mediterranean up to $2,650 

The themes are illustrated on the Mendocino Buzz HOA blog.

The prices are based on the largest front/side yard and include an irrigation upgrade, soil improvement and multiple plant/landscaping upgrades. The actual price might be less for smaller yards and with fewer/smaller size plants/upgrades selected. The HOA landscaper will warranty the plants and maintain the new landscape.

C. Personalized Design by ALC

Design $475

The HOA landscaper will meet with the homeowner, measure/assess the area, discuss the homeowner's wishes/preferences and propose a tailored upgrade plan with associated cost. If accepted, 50% of the design fee will be credited back towards the implementation cost. The HOA landscaper will warranty the plants and maintain the new landscape.

OTHER FEES TO BE PAID BY HOMEOWNER

Capping irrigation water lines for driveway hardscape installation - up to $400 (each driveway has 2-4 pipe lines; the price is $250/2 lines, $360/3 lines, $400/4 lines).

Capping irrigation water lines for a fence move (required for moving the vinyl fence on a Residential Unit) - up to $300 (depends on the affected area: one pipe $125, two pipes $240, 3 pipes $300).

Help yourself - while supplies last. Our landscaper will be spreading them in side yards. Wood chips are an excellent ground cover to retain moisture and a great source of nutrients - especially nitrogen when mixed with fresh green leaves.

Message from the President

 Fellow homeowners,

You have come to know my commitment to keeping our monthly HOA dues low. Mendocino is in an excellent financial position. We've been getting things done on or below budget while maintaining healthy reserves consistently over 100% funded.

But: Mendocino's infrastructure is aging, requiring frequent repairs, while inflation has pushed up the cost of everything, from water to vendor services. This has necessitated adjustments to our reserves and operating budget for 2022 and beyond.

RESERVE STUDY AND RESERVE ALLOCATION

Our Percent Funded has gone from 141% in 2021 to 98% in 2022.

The Reserve Study is a useful fiscal tool if used properly. It has multiple variables that are adjusted periodically: components list, quantity, RUL (Remaining Useful Life), and Cost Basis / Unit Cost.

The initial components list comes from California Department of Real Estate and is subsequently adjusted as assets are added or replaced.

The RUL is determined in periodic visual inspections with an independent reserve expert and can be adjusted up or down based on the condition of the assets.

The cost basis is based on the best most current available bid.  

This year we updated our largest reserve component – roads – and adjusted the allocation for irrigation repair, which brought our Percent Funded down from 141% to 98%.

 

Asphalt and Concrete (Roads)     

The total square footage increased from 57,150 to 62,000 based on vendor estimates. The increase is due to more accurate online/satellite measurements and was accepted by our reserves expert.

The unit costs went down from $3 to $2.50 per sq. ft. The old amount was for Remove and Replace (R&R) – removing ALL the asphalt to the ground and putting in a new one. In practice, this option is rarely used unless there is major structural damage. The new amount is for Mill and Overlay (M&O) – remove the top 2 inches of asphalt and overlay with a new one.

The actual unit costs for M&O vary from $2.30 to $2.44, depending on the size of the job, supply and demand, and other market conditions so $2.50 gives us a safety cushion.

However, the FUL (full useful life) for M&O is 20 years instead of 30 for R&R. The previous onsite inspection gave us a remaining life of 15 years for R&R but the top layer of asphalt on Pacifica Place has deteriorated so we gave it a RUL of 0 years and Monterey Place - 3 years. This change was the biggest factor pushing down Percent Funded.

Irrigation

The original Cal DRE components list did not have a line item for sprinklers, valves and pipes. Our aging infrastructure is past its FUL and keeps breaking down, resulting in water losses. Valve repairs are costly, and we keep upgrading our sprinkler heads to save water and provide better coverage. We therefore added $10,000 for annual irrigation repair. 

These changes pushed down the Percent Funded. 98% is still very conservative and puts us in the top HOA tier financially. However, the reserve study indicates that to stay 100% funded, we will need to increase our reserves allocation in the operating budget going forward.

OPERATING BUDGET AND MONTHLY HOA DUES

Our landscaper has done an excellent job repairing and upgrading our irrigation system. The number of costly water leaks due to failing valves and sprinklers is down. But there were also several dry spots that were not getting any water due to broken pipes. In addition, this year we overseeded grass throughout Mendocino, which required extra watering, while optimizing our watering schedule. While these efforts have resulted in a greener Mendocino, our water use remained the same while unit costs have gone up, resulting in a $1,000/mo deficit. We've been able to cover the deficit from surplus operating funds from previous years but must finally bring our operating budget in line with our water expenditure. Our monthly budget for water was increased from $1,500/mo to $2,500/mo, which pushed the monthly HOA dues to $156/mo starting in January 2022.

These changes ensure that Mendocino remains in a strong financial position.
