Dry Plant Material on the Slope

Several homeowners have expressed concern about dry vegetation on the slope. Several years ago, before a major slope clearing, the board conducted a visual inspection with an Encinitas fire marshal who assured us that none of coastal Encinitas is in a fire prone zone, and while dry plant material should be routinely removed as part of the regular landscape maintenance, it does not constitute a fire hazard.

The board monitors the situation and periodically removes dry plant materials for aesthetic reasons throughout Mendocino. Unfortunately, the situation is made worse by:
a) COVID-19 restrictions;
b) frequent irrigation breaks.
Our new landscaper has informed us that several lateral lines on the slope had been broken and valves shut off. Once the repairs are completed, the board will consider the appropriate steps to rejuvenate the area.

There's free mulch on PP and MP on a first come, first serve basis. The HOA landscaper will be spreading it between homes; until then please feel free to help yourself to what you need.

Concrete Fence Repair on the Corner of Via Cantebria and Garden View Rd - Case Closure

The City of Encinitas Code Enforcement Division has given 1135 MP 30 days to complete the fence repair to avoid "stronger enforcement remedies."

Update on Corner of Via Cantebria and Garden View Rd


On April 30 the City of Encinitas approved the replacement of the 3 wooden sections of the concrete perimeter sound wall as follows:
Following the 15-day comment period, 1135 MP can now proceed with the project.
The board is working with 1135 MP to help them restore the irrigation to the outer perimeter to support the growth of the recently planted shrubs.

Message from the President: Garage Night Lights

Fellow homeowners,

As Mendocino ages (we are now 23 years old!), it takes more effort to maintain the value of our property.
We recently sand-blasted and re-painted the curbs and resurfaced the streets and are actively working with our landscaper to repair and keep our irrigation in good working order to maintain a lush attractive landscaping. A record number of homes have been repainted, some added new upgrades like garage doors, porch railings, etc.

Night-time garage lights are a signature design feature of Mendocino. They not only enhance the Mendocino ambiance but provide additional security at night. Unfortunately, many of the garage night lights throughout Mendocino are out of order and do not come on at night.

Homeowners are responsible for maintaining the garage lights in good working order. If your light does not come on at night, it might be a bad bulb or a bad light sensor on the side of your house. Please fix it. It's a small investment that goes a long way in preserving the charm of Mendocino and enhancing nighttime security.

EXTERIOR GARAGE NIGHT LIGHTS

Each unit has an exterior garage light that is automatically turned on at dusk and turned off at dawn by a light sensor on the side wall of the house. Homeowners are responsible for maintaining their exterior garage lights at night in working order. If your garage light does not come on at night, it might simply be a blown light bulb that needs to be replaced. But it might also be a bad sensor that may require the help of an electrician. Lately, we’ve noticed a lot of dog poop left on the sidewalks on our streets. Please pick up after your pets! We all want to keep the neighborhood and sidewalks clean.

R&R Amendment: Commercial Vehicle Definition

We have clarified the definition of a Commercial Vehicle in our R&Rs to reflect homeowner feedback and comments as follows:


For purposes of compliance (CC&Rs – Section 7.17), “Commercial Vehicle” shall be defined* as any vehicle which:


§  bearing a commercial license, but not limited to, tank trucks, any dump truck, cement mixer truck, oil and gas truck, delivery truck, or any vehicle transporting and/or storing toxic substances, vehicles having more than 2 (two) axles, any vehicle which weighs more than 10,000 pounds, or any vehicle with a mounted camper shell which protrudes from the truck from either side or from beyond the rear gate or above the cab ceiling;
§  has a chassis with a capacity of 3/4 ton or larger, such as flatbed trucks, tow trucks, tractor-trailer rigs, and the like;
§  carries equipment, tools, or materials, related to a business which are visible from outside the vehicle such as ladders, pool supplies, plumbing equipment or materials, construction materials, landscape equipment or materials, etc.
§  is over 18 feet in length, bumper to bumper.

Please note that parking of commercial vehicles in Mendocino is prohibited; violations are subject to fines.

Annual Tree Trimming and Free Mulch

Our annual tree trimming is scheduled for January 14-15, weather permitting.
The landscaper will leave the wood chips / mulch behind on Monterey Place FREE for homeowners to use in their back yards. Fresh mulch is a great organic soil amendment that also helps conserve water - feel free to take what you need. The remaining mulch will be spread on the slopes and in the side yards on January 16.
